[dart-misc] Plan for Generic Methods

OK so it appears I have managed to completely fool myself about the current
scope of the generic methods work.

I had thought it was a Dart wide initiative, but it appears it is currently
mainly a dev compiler initiative. Is that correct?

What is the roadmap for Dart wide support (language, vm etc)?

So you've managed to split the implementation already? So some things will
work fine when cross compiled but no when running on the VM? Ugh.

What do you mean by that?
Currently this is only a feature of the analyzer.
