[dart-misc] [dart-announce] www.dartlang.org now covers Dart 2

Now that Flutter uses Dart 2 by default, we’ve split the Dart website. The
main site (www.dartlang.org) is aimed at users of Dart 2. The 1.x version
of the site is still available from a drop-down at the upper right.

A banner at the top of the page reminds you of which version you’re on. We
expect the look of the Dart 2 site to change soon, making it more obvious
which version you’re looking at.

We have not yet switched the webdev.dartlang.org site from angular v4
(which uses Dart 1.x) to angular v5 (which uses Dart 2), but you can change
site versions using a drop-down at the upper right of every
webdev.dartlang.org page.

As always, please let us know when you find problems or have ideas for the
sites. To create an issue, click the bug icon at the upper right of any
page.
