[dart-misc] [dart-announce] Dart 1.13 "RC0" ready for testing

The release candidate of the Dart 1.13 SDK (Dart 1.13.0-dev.7.9) is now
ready for testing! Please download it
<https://www.dartlang.org/downloads/archive/> from the dev channel, and
test it against your apps. This is the first release candidate of 1.13
(‘RC0’).

The release contains improved interoperability with JavaScript
<http://work.j832.com/2015/10/byojsl.html>, better performance in the
analyzer, more secure networking via the TSL/SSL library BoringSSL
<https://www.dartlang.org/server/tls-ssl.html>, and numerous other changes.

Please note that BoringSSL includes some breaking changes to the
SecureSocket class and related classes. Consult the TLS/SSL article
<https://www.dartlang.org/server/tls-ssl.html#changes-from-112-to-113> for
additional information.

The Dart SDK 1.13 CHANGELOG
